The axles and pin connector toggle joint smooths out the rotation when rotating one wheel off centre. For instance, if you want to turn a steering wheel on a car's left side without unhinging an axle connected to it, this will help connect the two while keeping them centred. One of 2 parts included in this LEGO Technic element set is assembled by combining gear 1x2 with 20170dRan's cap. The second part, again made up for gear 1x2 as well as the 42016achromed extruded beam (L-shaped), features slightly raised base dimple yokes which allow an axle running through to be rotated smoothly without hitting the ground or other moving components nearby.
